I) Administrative Officer – Scale of Pay: PB-3-Rs.15600-39100 with GP Rs.5400
Essential Qualifications:
(i) Master Degree of a recognised University/ Institute
(ii) 5 years’ experience in Administration, Accounts, Establishment work in a Government Office/PSU/Autonomous Bodies/Statutory Body. Desirable: Diploma in Computer (for at least duration of one year from a reputed organisation)
Candidates should be conversant with Govt. of India/ UGC Rules and Regulations; have the capacity to handle official correspondence, and prepare agenda notes/ minutes of various committees; have experience and good knowledge of office Administration, Accounts and Maintenance work; Good knowledge of computer applications and conduct the entire administration.
Method of Recruitment: Direct Recruitment failing which by Deputation
Age limits for direct recruits: Preferably below 35 years. (Relaxable for Government servants upto 5 years in accordance with the instructions or orders issued by the Central
Government.)
Note: The “crucial date” for determining age limit shall be closing date for receipt of applications from the candidates in India and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of J&K State, Lahaul and Spiti District and Pangi Sub-division of Himachal Pradesh, Andaman and Nicobar Islands and Lakshadweep.
Deputation: Officers working in Central/State/Union Territories Government /Public Sector Undertakings/ Universities:
(i) Holding analogous post on regular basis; or (ii) Holding posts in GP Rs.5400 with 2 years’ regular service; or
(ii) Holding posts in GP Rs.4800 with 7 years’ regular service; and possessing the qualification prescribed for Direct Recruits (The Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the some other organisation/ department of the Central/State Government or PSU or Universities shall ordinarily not exceed 3 years. The maximum age limit for appointment on deputation shall be not exceeding 56 years on the closing date of receipt of applications.)
Role, Functions and Duties of, Administrative Officer among others include:
- Good Communication skills and having sound knowledge of Rules and Regulations of Societies Registration Act.
- Assist the Director in Convening the Executive Committee and other Committee Meetings, preparation & circulation of Agenda & Notes and Minutes.
- Implementation of Center’s Rules and Decisions of the Management.
- Administer personnel policies and apply rules, regulations, and procedures concerning recruitment, appointment, benefits, and other personnel matters.
- Processing of Staff Medical , LTC, Travel and other Claims.
- Knowledge of Statutory compliances relating to Building and Utilities.
- Dealing and Correspondence with Govt. / Civil authorities such as L & D O, N.D.M.C. and other agencies.
- Managing the contracts of Project Staff, Consultants and Stakeholders.
- Responsible for administrative and logistical support to organization for Conferences, Workshops, Meetings etc.
- Coordinating and taking care of logistics for meetings between staff, consultants and partners, seminars and workshops on themes related to the Research Projects.
- Procurement of goods & services for the Centre
- To ensure that procurement and administration policies and procedures are adhered to and are compatible with donor criteria
- Inventory and maintenance of Building, Office equipment and Consumables. Responding to requirements related to equipment and resources by staff and consultants.
- Carry out any other assignment as Directed or communicated by the Director / Management.
Knowledge of Computer:
- Microsoft-Office – Word, Excel, Yahoo Mail / GMail, PowerPoint and related Software.
II) Accounts Officer – Scale of Pay – Rs. PB-2-9300-34800+ GP 4800
Qualifications:
i) Degree of a recognized University/Institute
ii) 4 years’ experience in Cash, Account and Budget work in a Government Office/ PSU/Autonomous body/ Statutory Body.
Key Skills: Policy drafting; Grant management; System Implementation; Statutory compliances; Compliance matrix & Data management; Preparation of funds position; Finalization of Annual Accounts; Pay Professional Qualification: Training & Development; Procurement of goods & services; Vendor management; Dealing with government/civil authorities; Correspondence with government/civil authorities; Preparation of legal replies; MIS/FIS (Management Information Systems/Financial Information Systems) strong analytical skills, data analysis, financial reporting, and proficiency in relevant software like Excel and ERP systems.

Possessing any one of the following qualifications: –
i) A pass in the SAS or equivalent examination conducted by any one of the Organized Accounts Departments of the Central Government;
ii) Successful completion of training in the Cash and Accounts Work in the ISTM or equivalent training course and a minimum of 3 years’ experience (4 years if the post is in PB-2 (Rs. 9300-34800, GP Rs. 4800) in Cash, Accounts and Budget work.
Role, Functions and Duties of Accounts Officer among others include:
- Sound knowledge of Financial and Accounting operations and ensure preparation of timely and accurate financial reports including cash management, payroll, financial disbursements, ledgers, etc.
- Handling day to day accounts related functions, ensure compliance on timely basis.
- Supervising and verifying of day to day financial transactions in Books of accounts through Tally Software
- Undertake donor communications related to financials of various Grants. Ensure that all financial reporting is completed on time and submitted to donors, as per the Grants guidelines.
- Verifying bills and claims received from various department/ projects directors.
- Bills processing for payments to Vendors, payroll processing and tax computation.
- Provide support and guidance in managing bank accounts and overseeing money transfers as relevant.
- Handling petty cash transactions and Bank reconciliation.
- Preparation of Payroll and ensuring timely disbursement of salaries, reimbursements, and other benefits to all staff, advisors and consultants.
- Proper allocation of expenses to all projects. Financial Report Analysis:
- Computation, Deduction and payment of Income Tax, TDS, Provident Fund, GST, Property Tax, etc. and filing of Monthly / Quarterly / Annual Returns before the due dates to the respective Authorities.
- Sound knowledge of FEMA / FCRA Rules and Regulations and filing of Returns
- Prepare and consolidate Annual Budgets and Financials for placing before the Finance Committee as per requirements. Monitoring the expenditure is within budget and in compliance with commitments made in grants and work plans.
- Prepare and analyze accurate periodical financial and management reports, including Income statement, Budget and variance, projections/ forecast, and cash flow.
- Inventory and maintenance of office equipment. Responding to requirements related to equipment and resources by staff and consultants.
- Fixed Assets recording, calculation of depreciation and providing the same in Books of Accounts.
- Ensure organizational internal controls and systems are maintained and adhered.
- Co-ordinate with Statutory Auditors, Tax Auditors to get the audit done on time and reply to the queries raised at the time of audit.
- Handling of Income Tax Scrutiny Assessment Cases in coordination with Tax Auditor / Consultant.
- Interface with Finance Committee in all financial matters, as and when required.
- Carry out any other assignment as Directed or communicated by the Director / Management.
Knowledge of Computer and Accounting Packages:
- Microsoft-Office – Word, Excel, Yahoo Mail / Gmail, PowerPoint Software and Tally Package & other Accounts and Tax related Software.
General Instructions:
1. Those eligible and interested may apply in the format available on the Centre’s website. Applications in the prescribed format will only be accepted.
2. Incomplete application form without signatures and other documents shall be rejected.
3. The Centre reserves the right to:
i) Draw panel(s) for future appointment(s) in the event of non-joining of candidate(s) within the stipulated time;
ii) Not to fill up any of the advertised positions.
4. SC/ST caste certificate issued to the candidate by the competent authority should be in the format prescribed by Government of India for this purpose.
5. The prescribed essential qualifications are the minimum and mere possession of the same does not entitle candidates to be called for interview. Where the number of applications received in response to an advertisement is large and it will not be convenient or possible to interview all the candidates, the Centre, at its discretion, may restrict the number of candidates to a reasonable limit on the basis of qualifications/experience higher than the minimum prescribed in the advertisement.
6. Advertisement No., Post number and post applied for should be clearly indicated in the application form.
7. Those already in Government service should forward their application through proper channel and /or submit the copy of the NOC along with application form
8. The eligibility of the candidates will be determined on the basis of qualifications/ experience etc. acquired by them upto the last date fixed for receipt of applications.
9. The Centre reserves the right to modify /withdraw /cancel any communication made to the candidate(s) at any stage in the process of selection in case any inadvertent mistake is detected even after issue of appointment letter.
10. The Centre shall verify the antecedents or documents submitted by a candidate at any time of appointment or during the tenure of the service. In case, it is detected that the documents submitted by the candidates are fake or the candidate has undesirable/ clandestine antecedents and has suppressed any information, then his/ her service shall be terminated.
11. The Centre reserves the right to alter/ insert any corrections/ additions in the advertisement /website in the event of any typographical error etc. before the last date prescribed for the receipt of applications, for which the candidates are advised to be on the lookout for announcements in the website
12. No TA/DA or local conveyance shall be paid to the candidates called for appearing in the interview.
13. Applications received after last date shall not be entertained and the Centre will not be responsible for any postal delays.
14. Canvassing or bringing influence in any form shall disqualify candidature of the applicant without notice.
15. Applications received after the last date shall not be accepted by the Centre.
16. Last date for receiving applications will be 2 June, 2025.
Applicants are required to submit the applications on the prescribed format along with one passport size photograph (pasted on the application duly signed across). Submission of application in the prescribed form shall be mandatory along with the testimonials/ certificates.
Crucial date for fixing eligibility criteria, upper age limit, etc. shall be the last date of submission of application form.
Hard copy of the application along with self-attested copies of the certificates supporting educational qualifications, date of birth, experience, caste, PWD status, proof of residence etc. should reach the Director, Centre for Women’s Development Studies, 25 Bhai Vir Singh Marg (Gole Market), New Delhi – 110 001 within 30 days of the publication of this advertisement (Advertisement date 3rd May 2025).
